Nature is now in the 'full Badar' or the full monsoon of the month of Bhadra. But for some officials of the important institution of the state, the National Board of Revenue (NBR), it is now the month of Paush. Some have again faced disastrous dismissals. Some are getting good promotions despite participating in the movement. Some are being sent on compulsory retirement for the same 'crime', others are being temporarily suspended. An intelligence unit of the organization is also working to determine whose fate will be torn apart and whose forehead will be burned. Along with this, there is the call of 'fear or fear' from the Anti-Corruption Commission (ACC).
The incident began on May 12 this year. At midnight on that day, the government issued an ordinance dividing the NBR into two separate departments, namely Revenue Management and Revenue Policy. The goal was scored right after that. Some officials considered this government decision to be an 'insult' and started a movement. Kurukshetra, demanding the cancellation of the ordinance, turned the NBR office into a clean place for a few days, saying 'I will not give you a clean place without a war'. The government also backed down in the midst of their movement. This backtracking was a trick of Yudhishthira or the government's 'Ashwathama Hata Iti Nar Nahe Kunjar' type! On May 22, a press release from the Finance Ministry said that necessary amendments would be made to the ordinance. And until the amendments are made, all the work of the NBR will continue in the existing structure. Then, the officials of the Income Tax and Customs cadre took the initiative to organize a seminar on the amendments to the ordinance. A written application was made to the NBR seeking allocation of a room for organizing the seminar. However, the allocation for the seminar was not received from the NBR. This further increased the anger among the officials. This anger was 'stirred up' and six officials of the NBR's income tax department were immediately transferred. The officials started the movement again. This time they demanded the resignation of the NBR chairman himself. They declared the chairman undesirable in the organization's office. And to fulfill their demands, they started a 'complete shutdown' program. When the 'complete shutdown' began on June 28, all the activities of the NBR, including import and export, came to a standstill for two days. Then the government implemented its 'Sudarshan Chakra'. That is, the services of the organization were declared essential. On that day, NBR employees were called upon to return to work immediately and refrain from activities that were against the law and against national interests. Later, the government announced the formation of an advisory committee with five advisors to resolve the crisis. The officials also withdrew their programs and returned to work.
On the day of the discussion on the withdrawal of the program, the ACC started investigating the corruption of the frontline leaders of the movement. The agency gave information about the start of the investigation of 16 people in three phases. Later, after the movement stopped, the NBR took strict measures one after another. Among these, the decision was made to compulsory retire senior officials and dismiss those involved in the movement one after another. This spread panic of dismissal at the field level. In the meantime, more than fifty officials of the NBR, including night watchmen, revenue officers, tax inspectors, were temporarily suspended due to the movement. The latest was yesterday, Monday, when NBR Chairman Abdur Rahman dismissed a total of 36 officials, including 9 officials from the customs and tax cadre. The latest dismissed customs cadre officials are Sadhan Kumar Kundu, Additional Commissioner of Sylhet Customs, Excise and VAT Commissionerate, Abul A'la Mohammad Amimul Ihsan Khan, Additional Commissioner of Mongla Custom House, Md. Sanwarul Kabir, Joint Commissioner of Chittagong Customs, Excise and VAT Training Academy, and Mohammad Saidul Islam, Deputy Commissioner of Khulna Customs, Excise and VAT Commissionerate. And the tax cadre officials are Sehela Siddika, Additional Tax Commissioner of Income Tax Intelligence and Investigation Unit, Sultana Habib, Additional Tax Commissioner of Tax Zone-7, Mesbah Uddin Khan, Joint Tax Commissioner of Tax Zone Faridpur, Md. Mamun Mia, Joint Tax Commissioner of Tax Zone Dinajpur, and Chand Sultana Chowdhurani, Director of Central Intelligent Cell.
Earlier, 23 officials were suspended. At the same time, four members of the NBR's Income Tax and Customs were sent on compulsory retirement. The order suspending the newly suspended officials said that they played the role of organizers during the program of NBR and Customs, VAT and Income Tax employees opposing the ordinance to create two separate departments in the NBR. They are accused of 'obstructing other employees from performing official work' and 'obstructing the country's import-export activities by forcing them to leave work and come to the Revenue Building'. For this reason, it has been decided to take departmental action against these officials.
