Even though a year and a half has passed since the student uprising, the assistance and rehabilitation activities for those injured in the movement have not yet been completed. Many of the injured are not receiving assistance despite repeated applications. The victims and their families have expressed frustration over the long process, financial crisis, and administrative slowness.

The 'July Martyr Memorial Foundation' was formed to provide financial assistance to the families of those injured and killed in the July 2024 coup. Many 'July fighters' are associated with the foundation. However, less than half of the injured listed have received assistance so far.

There are allegations that many injured people did not receive assistance even after visiting the foundation's office in Shahbagh for assistance. The concerned parties have also admitted this. According to them, although treatment, assistance and rehabilitation are priority programs of the government, the activities have come to a standstill due to financial crisis compared to the needs.

An additional allocation of around Tk 231 crore is required to complete this relief operation. The foundation said that discussions are underway with the government on this. In addition, the wealthy members of the society have also been called upon to stand by the injured.

Meanwhile, the Ministry of Social Welfare has revised the 'Special Program for the Implementation of Rehabilitation Activities for Burned and Disabled Persons' to assist and rehabilitate the injured. From now on, those injured in the July Uprising will also receive assistance under this program.

According to the revised policy, injured people will receive a one-time assistance of Tk 1 lakh to Tk 5 lakh. In addition, they will be able to take a low-interest microloan of Tk 50,000.

However, some families waiting to receive financial assistance have complained that they have applied for more than a month and have not received any response. Despite visiting the office repeatedly, they have only received assurances. Many expressed their anger and said, if they do not get help during the time of trouble, what will happen with the money later? Along with treatment, it has become difficult for them to afford quality food and necessary expenses to run their household.

They complain that those who risked their lives on the streets to participate in the movement in response to their calls are now nowhere to be found and no one responds.

According to sources from the Ministry of Social Welfare, changes were made to the policy to assist those injured in the anti-discrimination student movement in July-August 2024. In the future, those injured in such movements or any other incident will also receive assistance under this program.

The injured person's physical condition will be assessed by a registered doctor and verified by social workers. Those who are already receiving disability allowance will only receive interest-free loans for rehabilitation; they will not be eligible for a one-time grant.

This program will be effective throughout the country. Burned, injured and disabled people can apply at any time at the Upazila Social Services Office or hospital.

According to the policy, those who have lost all physical function will get the highest priority. In addition, senior citizens, backward communities, poor, landless and homeless people, heads of multiple dependent families, and female applicants will also get priority.

According to the July Shaheed Smriti Foundation, 15,188 people have been affected by the movement. So far, the foundation has received 119 crore taka. Of this, 8,446 injured people have not yet received assistance. The Ministry of Liberation War Affairs has published a gazette dividing the injured into 'A', 'B' and 'C' categories.

There is a provision for medical treatment and monthly allowance for those in this category. Currently, an allowance of Tk 20,000 is being provided monthly through the ministry.

To receive financial assistance, the applicant's family's annual income must be less than 2 lakh taka. The grant will be determined between 1 lakh and 5 lakh taka, taking into account physical and mental injuries and financial status.

According to the policy: 1 lakh taka for injury to one hand, 2 lakh taka for injury to both hands, 1 lakh taka for injury to one leg, 2 lakh taka for injury to both legs, 2 lakh taka for loss of vision due to injury to the eye, 2 lakh taka for loss of hearing due to injury to the ear, 1 lakh taka for external head injury, 2 lakh taka for internal injury, 1 lakh taka for injury to other organs or mental imbalance, 5 lakh taka for permanent loss of function due to loss of any organ. Even if the person is affected by multiple reasons, the maximum grant limit will be 5 lakh taka.

Sources said that in 2002, the government formulated a policy called 'Acid Burn and Disabled Rehabilitation Program' for the rehabilitation of burn victims and disabled people. At that time, mainly acid burn victims received benefits.

It was first amended in 2010, and then last amended in 2015. Under that policy, grants ranging from 5,000 to 20,000 taka were given for the treatment of burn victims. There was also a micro-loan facility, with a maximum of 30,000 taka.

This grant and loan program is currently being implemented with the assistance of the World Bank. Tk 60 crore has been allocated for this sector in the 2025-26 fiscal year budget.
