The idea (suggestion) to stuff the ballot boxes was given by the then Inspector General of Police (IGP) Javed Patwary the night before the 2018 national election. The government gave instructions on the ground in this regard. These sensational facts have emerged in a five-page statement of another former IGP Chowdhury Abdullah Al Mamun in a case before the International Crimes Tribunal. He gave his statement at the Dhaka Chief Metropolitan Magistrate's Court on March 24.
In his statement, Mamun said that the instructions for disappearances, torture, and crossfire came from the Prime Minister's Office. The former Prime Minister's military advisor, Major General (retd.) Tariq Siddique, used to give direct instructions. Tariq Siddique would directly implement things like bringing someone out and disappearing them through intelligence officers. Even after becoming the IG of Police, he (Mamun) was not informed about everything in this regard.
Mamun also said that former Home Minister Asaduzzaman Khan used to call Mohammad Harun, the former head of the Intelligence Branch (DB) of Dhaka Metropolitan Police, "Jin." Harun was considered effective in implementing political decisions.
Regarding the shooting from helicopters to suppress the July movement, Mamun said, "There was a secret plan to create a frightening environment by monitoring and shooting the agitators. The helicopters were deployed mainly as a political decision, according to the plan of the then Director General of RAB, Harun Or Rashid."
He further said, 'Since July 19 last year, meetings were held at Home Minister Asaduzzaman Khan's house almost every night. Two secretaries, SB chief Monirul Islam, DB's Harun, RAB's Director General, Ansar's DG, NTMC's Ziaul Ahsan and many others were present in the meeting. Basically, all kinds of instructions and suggestions were given from this meeting.'
Chowdhury Abdullah Al Mamun has become a public witness in the case against ousted Prime Minister Sheikh Hasina, the main accused in the case of various crimes against humanity, including murder during the July uprising. In addition to Sheikh Hasina, he is also a co-accused in the case, along with former Home Minister Asaduzzaman Khan. The International Crimes Tribunal approved Mamun's application as a public witness on July 10 on the condition that he reveal the full truth. The testimony in the case will begin at the tribunal on August 4.
