A court has ordered the arrest of former Vice Chancellor (VC) Nazmul Ahsan Kalimullah, who was arrested in a case filed by the Anti-Corruption Commission (ACC) on charges of embezzling funds for development work at Begum Rokeya University, to be sent to prison.
On Thursday (August 7), the ACC presented him in court and requested to be detained in jail. In response to the application, the court of Dhaka Metropolitan Senior Special Judge Md. Zakir Hossain Galib ordered him to be sent to jail.
Earlier, a corruption case was filed on June 18 against five people, including Kalimullah, on charges of embezzling funds for the university's development work.
The other accused in the case are former vice-chancellor and project director of Begum Rokeya University AKM Nur-un-Nabi, former executive engineer and member secretary of the tender evaluation committee Md. Jahangir Alam, contractor Md. A. Salam Bachchu and MM, Habibur Rahman.
The case statement states that the accused, through collusion, criminal breach of trust, and abuse of power, changed the design of the Begum Rokeya University Development Project by ignoring the approved DPP. They signed contracts worth more than Tk 30 crore without the approval of the ministry or department. The security deposit deducted from the contractor's running bill was deposited in the bank as FDR and the university embezzled Tk 4 crore from the government by becoming a guarantor for approving a no-objection certificate for giving a loan to the contractor.
Despite the fact that there is no law on advance payment in the contract with the contractor, the advance bill was paid and the bank guarantees given against the bill were released before the advance bill was reconciled. The second consulting firm was appointed in violation of the rules of procurement in the public sector without following the drawings or designs provided by the first consulting firm. They are accused of not evaluating the tender as per the provisions of PPR 2008 despite the abnormal rate of price submission or front loading.
